crackling and hissing from delta 44

I just switched my computer last month 2 a clean pentium 4/windows XP/Cubase 3 SL/SX =and am getting major hiss and popping noises wen i try 2 record. I know that this is a latencey issue but i cant seem 2 set it right does anyone have any info or recomendations. Ive tried all the sites that i could possibly think of and have tried every setting, and nothing seems 2 help the issue.

This can be caused by a variety of things. Have you tested the Delta 44 in different PCI slots? Have you disabled any devices that aren't necessary for recording that may be conflicting?
