Default Equalizer for fast track pro

I'm using an M-Audio Fast Track Pro on Vista 64-bit as well as on XP Pro 32-bit, both systems equipped with latest drivers, and I was wondering if there is a way to change the level of basses and other frequencies (i.e. an equalizer) coming from the sound card since its control panel doesn't allow it. Searching this forum didn't help. I'm asking if it is possible to do this not while using recording softwares (Cubase, ProTools etc.) but while listening to music, watching videos or playing games.
Is there an external software tool allowing this type of control?
    Thank you in advance
